I've once messaged transport agency about this as they were asking for suggestions as part of crossing installation for school bus.
The main road in my town is too wide so people are speeding a bit. It's a residential town with a population of 4000. Response was "it's an arterial road that heavy machinery might depend on".
It's been a while since I lived in Davis. One place I lived was around 5th & I a few blocks from the Co-op. Most of 5th street was pretty hazardous for cyclists because it was a main road through the center of town connecting to the highway. When I was there, it had a metric fucktons of cops who would follow everyone and issue bullshit tickets.
